well there are 9 * 9 square, where each row can be filled in 9! ways, and each column 9!
so I would say 9!*9!
This is not a well-defined question. If you’re talking about all arrangements such that the puzzle is solvable, excluding puzzles that are mirrors/rotations of other puzzles, the number would probably be in the millions, if not greater.
The post above is wrong because there are only certain ways that the numbers can be inserted. If you have to violate those rules, you don’t have a valid puzzle.
